			<content:encoded><![CDATA[<p>It was once an ambitious plan, to build a fence with the most sophisticated technology along the U.S.-Mexico border.</p>
<p>Originally expected to run about 655 miles, the troubled, multibillion-dollar project has now been reduced to a plan for 387 miles, and its designers have lowered its technical standards “to the point that … system performance will be deemed acceptable if it identifies less than 50 percent of items of interest that cross the border.”</p>
<p>“The result,” said the Government Accountability Office in a withering report Thursday afternoon, “is a system that is unlikely to live up to expectations.”</p>
<p>DHS doesn’t even have “a reliable master schedule for delivering” even the “first block of SBInet,” as the Secure Border Initiative is known.</p>
<p>“As a result, it is unclear when the first block will be completed, and continued delays are likely,” the GAO said.</p>
<p>Meanwhile, DHS doesn’t have a realistic grasp of SBINet’s future costs, investigators found.</p>
<p>All in all, the report amounted to a grim picture of the project’s future, noting its “decreasing scope, uncertain timing, unclear value proposition, and limited life cycle management discipline and rigor ….”</p>
<p>It &quot;remains unclear,” the GAO said, “whether the department’s pursuit of SBInet is a cost effective course of action, and if it is, that it will produce expected results on time and within budget.”</p>
<p>Indeed, DHS is rethinking the whole thing, SBINet’s executive director told Congress, according to the National Journal’s Nextgov.com Web site.</p>
<p>&quot;Is that the right technology in the right places, or are there better mixes and matches?” Mark Borkowski was quoted as telling a joint hearing of two House Homeland Security subcommittees on Thursday.</p>
<p>“Can we come up with something that&#8217;s a little more rational, that&#8217;s tailored to each area of the border?&quot; Borkowski wondered out loud. &quot;My expectation is that we would not end up with SBInet along the border. Already, that doesn&#8217;t look like a wise thing to do.&quot;</p>
<p>The GAO’s findings on the long troubled project, launched with a $2.5 billion contract with Boeing Co. in September 2006, likely came as no surprise to the panel’s members.</p>
<p>Some directed their irritation at DHS Secretary Janet Napolitano, as they had at her predecessor.Representatives expressed frustration that the review Napolitano ordered had not been completed six months after its announcement,” according to a report in National Defense magazine.</p>
<p>But DHS insisted that the secretary “has already taken action to address the GAO’s recommendations.”</p>
<p>“The Department is redeploying $50 million of Recovery Act funding originally allocated for the SBInet Block 1 to other tested, commercially available security technology along the Southwest border, including mobile surveillance, thermal imaging devices, ultra-light detection, backscatter units, mobile radios, cameras and laptops for pursuit vehicles, and remote video surveillance system enhancements,” DHS spokesman Matt Chandler told SpyTalk. </p>
<p>But in the meantime, Chandler said, “DHS has frozen all SBInet funding beyond SBInet Block 1’s initial deployment to the Tucson and Ajo regions until the full assessment is completed.”</p>

<p>I read something about &quot;Hack and Patch &quot;,&quot;Ad-Hoc&quot; and &quot;Code and Fix&quot; approaches in an IT <a href="http://www.projecttemplates.co.uk/" target=_self>project management</a> book. Could you please explain them in detail  to me? I know these are the different names of an IT life cycle approach.</p>

<br />They all refer to the worst software life-cycle strategy.  Basically you just write a bunch of code without thinking or designing beforehand and then after you get something that sorta works you &quot;fix&quot; or &quot;patch&quot; all the mistakes you made before.  It&#8217;s a terrible approach and is only taught as an example of what NOT to do.</p>

			<content:encoded><![CDATA[<p>One of the most frustrating aspects of contract management to customers/clients is the length of time that it commonly takes to close-out a project (from an administrative standpoint) after most or all of the contract scope of work has been completed. The closeout is the fourth phase in the generic project life cycle where all outstanding contractural issues are completed and documented in preparation for turning over the product or service to the customer. What are some of the activities that need to be performed as part of the contract close-out functions? What do you think are some of the factors that cause such a length in delay in the closure of the project/contract?<br />
<br />some of the things that must be done are 1) an assessment of the work must be done to ensure that it has been done as per the contract requirements and a record of outstanding work etc should be made also all deficiencies should have been corrected and the total costs for the project should be done.  Reasons for delays in closing contracts are often due to changes made during the work, back orders or missing materials or if people only strikes, slow work, mistakes and poor management are also factors. I worked for a company that the majority of work was via contract and delays were often due to the customer making revisions, unavailability of materials, products requiring reworks due to failure to pass specifications etc.  and often a third party approval such as the government taking longer to pass the product for shipping.  If a company does not complete a contract on time and within budget often a clause allows the contract owner to penalize, re- write the contract and sometimes give the remainder of it to another company. A good contracts administrator would be on top of it and make sure the contracts are completed  If a company bids a low price just to get it often they can&#8217;t complete it because they don&#8217;t have the funds.</p>

			<content:encoded><![CDATA[<p>Company is moving down the path of strict Solution Development Life Cycle (Project Life Cycle) and need a good user friendly software that will aid a fortune 200 group with basic SDLC process management.  Lots of products on the market that claim simply and easy to adopt but looking for more real-life experiences for a good application to manage the process.  Ideally the application would be integrated with the MS Project 2003<br />
<br />I&#8217;d suggest building your own, or using Team Foundation Server. Anything else is going to make you the rat in the maze instead of giving you control of your software. Implement a good source control paradigm. No software is going to do that for you. It&#8217;s more about good habits than good software.</p>

Reproducibility<br />
The Navy must be able to reproduce its software. This means that<br />
the Navy must have control over the tools used to generate the<br />
software. A contractor&#8217;s proprietary tools must not be part of the<br />
software development process because they tend to lock the contractor<br />
into the project for the entire life cycle. Also, the Navy must limit<br />
users&#8217; ability to make arbitrary changes to their data base informa-<br />
tion. For example, if someone can modify the object code so that it<br />
does not reflect the associated source code (a current capability of<br />
the MTASS SYSGEN) then the Navy cannot always reproduce the object<br />
code from the source.<br />
Standardization<br />
Standardization is essential to the above topics. It is also<br />
necessary for automated Configuration Management. The SEE will<br />
enforce both internal standards (file formats, file contents, file and<br />
tool accesses, development data collection, etc.) and external stan-<br />
dards (e.g., compliance with MIL-STD-1679).<br />
Standardization carries much weight in the aims of Ada. Ada is<br />
intended to be a standard language across all DoD with neither subsets<br />
nor dialects. A standard language support system is also envisioned.<br />
Proposed benefits of these standardizations include user transporta-<br />
bility, software transportability and reduced re-invention. SEE stan-<br />
dardizations have similar virtues to promote higher productivity and<br />
better software.<br />
One important feature of the SEE is the standard data base struc-<br />
ture, automatically provided and maintained. A typical benefit is the<br />
transition of software from software developer to the Software Support<br />
Activity (SSA). Although usually a tedious, expensive process it<br />
becomes trivial when both developer and SSA have the software in<br />
standardized SEE data bases throughout the different life cycle<br />
phases.<br />
2. Present Navy Efforts<br />
MTASS<br />
The Machine Transportable AN/UYK-20, AN/AYK-14 Support Software<br />
(MTASS) is a set of tools for military software development, hosted on<br />
several large commercial computers and targeted for the military com-<br />
puters mentioned in its name as well as the AN/UYK-44. The tools are<br />
cooperative in that the outputs of some are the inputs of others.<br />
They are standardized in that they work the same way on the various<br />
hosts and they provide a basic set of tools for all programmers of the<br />
